I downloaded the IIUG-IDS-9-4-UC2-linux.zip file from IIUG and could
extract it on my Linux machine (SuSE 9.3) without problems:

$ cksum IIUG-IDS-9-4-UC2-linux.zip
567410369 66272495 IIUG-IDS-9-4-UC2-linux.zip
$ mkdir i
$ cd i
$ unzip ../IIUG-IDS-9-4-UC2-linux.zip
Archive: ../IIUG-IDS-9-4-UC2-linux.zip
inflating: IDS2000.cpi
$ ls
IDS2000.cpi
$ file IDS2000.cpi
IDS2000.cpi: ASCII cpio archive (SVR4 with no CRC)
$ cpio -idumv < IDS2000.cpi
Gls.cpi
IDSServer.cpi
Message.cpi
install_gls
install_msg
installserver
384280 blocks

Please try download again and follow the steps above.
