Cannot find message file. After 4GL upgrade

After upgrading 4GL from 7.30 to 7.32.HC2 I get the following error when running oninit -v

....
Initializing Dictionary Cache and SPL Routine Cache..
Cannot find message file. Check INFORMIXDIR and DBLANG.FAILED

A vendor requested we upgrade our 4GL compiler prior to an upgrade to their product.
This is on a production HP-UX 11.11 box running IDS 9.40.HC5
IDS has been up and running.
$INFORMIXDIR is set to /dbms/informix
The only change was upgrading 4GL.

After the upgrade and getting the error, I have found mainly one resolution. To reinstall IDS so its message files take precedence. I'm not sure if people suggesting this are doing so in regards to a new box/clean install or if it is the thing to do for a production box too. Since this is a production box (no test box was available to me) I was wondering if there is any other way to get oninit to initialize?

All I could find from my predecessor was the 9.40.HC1 media. I'm guessing we got to HC5 from patches supplied by the vendor. So I can not get the message files from the HC5 install media at this time. So currently I'm trying to get the $INFORMIXDIR/msg/en_us/0333 directory back off of tape to see if that will work or not. I first plan to only restore files that were replaced with older versions during the install. Leaving the newer ones.

Will this work? Will anything else need to be done? If reinstall server is still recommended, any tips or things to watch out for?
